Organizational Chart for the Office of the Provost

Mary Ann Swain, Provost and Vice President for Academic Affairs

Provost Swain came to Binghamton in August, 1993, from the University of Michigan, where she served as Associate Vice President for Academic Affairs. She also held the positions of Interim Director of Affirmative Action and Interim Vice President for Student Services. Provost Swain received the baccalaureate from DePauw University, and the MA and PhD in psychology from the University of Michigan. As Binghamton's chief academic officer, Provost Swain administers all the academic programs conducted here, while also seeing to their enhancement and to the development of the curriculum at all levels. Provost Swain oversees academic staff recruitment, retention, and promotion and the academic budget, works with the deans of each school to support faculty in their contributions to Binghamton's instructional, research, and outreach missions, and provides overall leadership in the furtherance of Binghamton's academic plan. Provost Swain holds a concurrent tenured appointment in the Decker School of Nursing.

Katharine Krebs, Vice Provost for International Affairs and Director of the Office of International Programs

Katharine C. Krebs came to Binghamton University as Director of International Education in 1994. As Vice Provost for International Affairs she guides the University’s internationalization processes and oversees the Office of International Programs (OIP), the unit responsible for university-wide international partnerships, programs and projects. These include Binghamton’s international exchange and study abroad programs, the Global Studies Minor (GSM), Languages Across the Curriculum (LxC), and the  Dual-Diploma Programs with Turkey.

Dr. Krebs earned a B.A degree in Latin American Studies from the University of New Mexico and M.A. and Ph.D degrees in Spanish from Tulane University. With over twenty years of experience in international education, she also has worked at the University of Pennsylvania and the State University of New York at Albany. Dr. Krebs has established international partnerships and study abroad programs around the world, notably in Latin America, Spain, the United Kingdom, Israel, Morocco, Turkey, China, and Korea. Prior experience also includes refugee resettlement work and the teaching English as a Second Language, Spanish language, and Latin American literature

Dr. Krebs is a recipient of the Chancellor’s and University Awards for Excellence in Professional Service. In 1999 she was selected for the Fulbright Administrator’s Program to Korea. She is an Associate Editor of Frontiers, The Interdisciplinary Journal of Study Abroad and is an active member of NAFSA: The Association of International Educators, the Forum on Education Abroad, and of the Association of International Education Administrators. Within SUNY, she serves on the Advisory Board to the Council of International Education. Nationally she has serves as an external evaluator for education abroad programs and is a frequent speaker at international education conferences

Michael McGoff, Vice Provost for Undergraduate Education and for Strategic and Fiscal Planning

Dr. Michael F. McGoff, Vice Provost for Undergraduate Education and for Strategic and Fiscal Planning, is the former Associate Dean for Academic Affairs and Administration at the Watson School of Engineering. He has been employed at the University since 1967 and had been a member of the Dean of the Watson School's staff since the establishment of the School in 1983. During the period of 1988-1990, he also served as Acting Chairman of the Department of Computer Science.

Prior to the establishment of the Watson School, Dr. McGoff served as Assistant Dean in the School of Advanced Technology (SAT) at Binghamton and was Acting Dean of SAT during 1982 and 1983. He earned an associate's degree from Broome Community College and the bachelor's, master's and doctoral degrees from the State University of New York at Binghamton. His doctoral dissertation earned the distinguished dissertation award.

He is the editor of The Ehrensperger Report, an annual collection that describes the status of current research in the field of Onomastics. He is a member of the Society for College and University Planning (SCUP), the National Association of College and University Business Officers (NACUBO), the Linguistic Society of America (LSA), the American Name Society, the American Dialect Society, and the International Congress of Onomastic Sciences. He is also past project director for SUNY's Alliance for Minority Participation, Binghamton Region, an NSF funded program locally called the Binghamton Success Program.

As Vice Provost for Undergraduate Education, Dr. McGoff provides administrative coordination for the undergraduate programs in the various schools at Binghamton University. Working directly with the Offices of the Deans, the Directors of Undergraduate Programs and the Faculty Masters, he interprets policies and procedures. He is also the primary contact, relative to undergraduate curricula, with the administration of the State University of New York and the New York State Education Department.

As Vice Provost for Strategic and Fiscal Planning, he is responsible for developing and maintaining base budgets for the University's academic units and for developing strategies, assessments, and information that guide decisions about University program development. In addition to his responsibilities for the Provost, the Vice Provost for Strategic and Fiscal Planning has the following responsibilities:

He has direct line responsibility for the operations of the Office of Institutional Research and Assessment, the Center for Learning and Teaching, the Institute for Student-centered Learning, the Office of External Scholarships, Fellowships and Awards, the General Education Program, the Office of Space Planning Resources, the Anderson Center for the Performing Arts, and the University Art Museum. He also has dotted-line reporting responsibility for the Educational Communications Center and the Athletics Office of Compliance. Dr. McGoff also serves as the Ethics Officer for the University and the Chief Diversity Officer.

The Vice Provost reports to the Provost and Vice President for Academic Affairs and has a dotted reporting line to the President.

He is married to Donna Pylypciw, an artist and musician. They have one child, Anna, who attends Binghamton University and is a published author.

Nancy Stamp, Vice Provost and Dean of the Graduate School

A Professor of Biological Sciences, Nancy Stamp was appointed in August 2003. She has a BA from Ohio Wesleyan University, a MAT from the University of Pittsburgh, a MS from Arizona State University and a PhD from the University of Maryland. She had two university-wide postdoctoral research associate positions, one at the University of Florida and another at the University of California at Davis. She has been at Binghamton University since 1984. She is a community ecologist specializing in plant-insect herbivore-predator interactions. She has authored numerous articles, served on editorial boards of journals, served on numerous NSF funding panels, and been an invited speaker at national conferences. One of her recent articles is "Out of the Quagmire of Plant Defense Hypotheses" in the Quarterly Review of Biology. She has also had grants focusing on teaching science in K-12 schools and at the university. Currently she has grants that focus on misconceptions in science. In 1995, she received the Chancellor's and University Awards for Excellence in Teaching and has served as Graduate Director of Biological Sciences.

Sandra Starke, Vice Provost for Enrollment Management

Sandra Starke serves as the Vice Provost for Enrollment Management at Binghamton University. Since April 1999 she has been responsible for the recruitment, enrollment and retention of the University's undergraduate students. Using an integrated multidisciplinary approach to strategic recruitment planning and management of each incoming student class (freshman and transfer), the University ensures academic strength, diversity of student populations, and geographic representation. This includes innovative management of financial aid to serve the greatest number of students and also to provide the means and mechanisms for students choosing and succeeding at Binghamton University. The office provides campus leadership in efforts targeted at the successful integration and retention of students.

She has over 18 years of finance experience in state and local government, the last eight of those years in higher education. She previously served the University as Assistant Vice President of Finance and Planning. Before that she was the Deputy Budget Director for the city of Albany, New York. She received her Master's degree in Public Administration from the Nelson Rockefeller School of Public Affairs. In 1992 she was awarded the Distinguished Alumni Award from the Nelson Rockefeller School for her volunteer activities and work towards good governance.

She has presented numerous seminars on fiscal and productivity analysis and the use of data and data analysis to support academic and enrollment planning and policy development. Most recent conference presentations have been on practical strategies for enrollment management.

Thomas F. Kowalik, Director of Continuing Education and Outreach

Thomas Kowalik is director of the Division of Continuing Education and Outreach and provides leadership for the development of the institution’s Continuing Education programs. As the principal academic and administrative officer of Continuing Education and Outreach, the Director oversees policy, programmatic and fiscal management in the areas of summer and winter sessions, continuing education, and advising. Working with all campus units, the Director shapes and guides implementation of University policies affecting Continuing Education; oversees activities involving academic and administrative matters; and works closely with deans, staff and faculty in problem resolution in order to ensure student learning needs are met and programs are successful. Dr. Kowalik is internationally recognized within the field of Continuing Higher Education, is a past president of the University Continuing Education Association, and is past president of the Coalition of Lifelong Learning Organizations. Dr. Kowalik frequently acts as consultant for public and private groups, including numerous North American universities, state agencies, private corporations, and the U.S. military. Sean McKitrick, Assistant Provost for Curriculum, Instruction, and Assessment

Sean McKitrick was appointed Assistant Provost for Curriculum, Instruction, and Assessment in June 2006. He has BA and MA degrees in international relations from Brigham Young University, and a Ph.D. in political science from Claremont Graduate University. He has served as Academic Dean at Parks College in Thornton, Colorado, Dean of Instruction at Bryant & Stratton College in Lackawanna, New York, and Director of Assessment and Accreditation at Indiana State University in Terre Haute, Indiana. In instructional and administrative roles, he has formulated and implemented teaching, assessment, and accreditation initiatives, focusing on the inclusion of faculty in assessment processes.

His primary responsibilities involve overseeing the University's efforts to assess the various components of General Education and each undergraduate and graduate major and professional program, integrating yearly activities into the broader six-year cyclic review of respective academic units, and collaborating with the Center for Learning and Teaching to effect continuous university-wide improvement in curriculum and instruction.

He is married to Villate Brown McKitrick; they have three children, Amelia, Spencer, and Oliver. His professional interests include the study of interactions between religious and political institutions, assessment of student learning, assessment methods, and effective teaching and learning.

Jennifer Schorr, Special Assistant to the Provost

Jennifer Schorr joined the University in 1991 as an adjunct faculty member in the School of Management and went on to serve as a coordinator for the degree audit reporting system (DARS), Assistant Registrar, and University Registrar. In her role in the Provost's Office she works various projects, including professional development, student retention, new student orientation, computing projects, and strategic planning. Among her committee assignments are the Administrative Information Systems Review Committee, the Enterprise Data Committee, the Strategic Enrollment Committee, and the University Professional Development Committee. She is a trained facilitator for the Center for Quality.

She received the BA in English literature from the University of Central Florida and the MBA in Management Information Systems from Binghamton. She has several years of experience in industry having worked at Corning, Inc. as a systems analyst and IBM as a senior associate planner. Since coming to Binghamton University, she has done consulting work for Miami University, Columbia University, and Bloomsburg University.

Kelly Wemette, Director, Office of Strategic and Fiscal Planning

Kelly joined Binghamton University's staff in 1994, and she currently holds the position of Director of the Office of Strategic and Fiscal Planning under the direction of Michael F. McGoff. Kelly graduated in December of 2002 from Binghamton University with a Master of Arts in Social Sciences degree and a concentration in Public Administration. Her undergraduate degree is in Business Management from SUNY at Plattsburgh.

Liz Abate, Assistant to the Provost/Assistant for Undergraduate Education & Learning

Liz has been part of Binghamton University's staff since October 1995. She served as Administrative Assistant for Undergraduate Programs in Psychology and Psychobiology before joining the Provost's Office as Assistant for Undergraduate Education in October 2000. Prior to her employment at Binghamton, Liz was the proprietor of a desktop publishing business in Pennsylvania. She received her BA in English from Wilkes University (Wilkes-Barre, PA) and attended graduate school at the University of Michigan.

Liz serves as the assistant to the Provost and as the coordinator of Binghamton's General Education program, as well as providing administrative support for undergraduate initiatives under the direction of Vice Provost McGoff. She is also responsible for the Provost's Office website and serves as the initial contact in the Provost's Office regarding the University Bulletin, the Faculty-Staff Handbook, and academic honesty cases.

Liz's husband, Murnal, is the Assistant Director for Summer and Winter Sessions at Binghamton University. Together they have one child, Sarah-Jane.
