Organizational Overview

Provost Swain came to Binghamton in August, 1993, from the University of Michigan, where she served as Associate Vice President for Academic Affairs. She also held the positions of Interim Director of Affirmative Action and Interim Vice President for Student Services. Provost Swain received the baccalaureate from DePauw University, and the MA and PhD in psychology from the University of Michigan. As Binghamton's chief academic officer, Provost Swain administers all the academic programs conducted here, while also seeing to their enhancement and to the development of the curriculum at all levels. Provost Swain oversees academic staff recruitment, retention, and promotion and the academic budget, and provides overall leadership in the furtherance of Binghamton's academic plan. Provost Swain holds a concurrent tenured appointment in the Decker School of Nursing.

Dr. Michael F. McGoff, Vice Provost for Strategic and Fiscal Planning, is the former Associate Dean for Academic Affairs and Administration at the Watson School of Engineering. He has been associated with the University since 1967 and had been a member of the Dean of the Watson School's staff since the establishment of the School in 1983. During the period of 1988-1990, he also served as Acting Chairman of the Department of Computer Science.

Prior to the establishment of the Watson School, Dr. McGoff served as Assistant Dean in the School of Advanced Technology (SAT) at Binghamton and was Acting Dean of SAT during 1982 and 1983. He earned an associate's degree from Broome Community College and the bachelor's, master's and doctoral degrees from the State University of New York at Binghamton. His doctoral dissertation earned the distinguished dissertation award.

He is the editor of the annual Ehrensperger Report, a collection that describes the status of current research in the field of Onomastics. He is a member of the Society for College and University Planning, the American Society of Engineering Educators (ASEE), the American Name Society, the American Dialect Society, and the International Congress of Onomastic Sciences. He is also past project director for SUNY's Alliance for Minority Participation, Binghamton Region, an NSF funded program locally called the Binghamton Success Program.

The Vice Provost is responsible for developing and maintaining base budgets for the University's academic units and for developing strategies, assessments, and information that guide decisions about University program development. In addition to his responsibilities for the Provost, the Vice Provost for Strategic and Fiscal Planning will have the following responsibilities:

  • To develop long-term and yearly enrollment projections
  • To develop long-term and annual budget projections
  • To develop a regularized budget request process
  • To collect and analyze data on key metrics that track progress toward strategic objectives
  • To track University achievements relative to System expectations including assessment programs and performance funding
  • To develop long-term and annual plans for space utilization
  • To serve as a liaison to the University's facilities planning process

He has direct line responsibility for the operations of the Registrar's Office, the Office of Institutional Research, the Anderson Center for the Arts, and the University Art Museum, and has dotted reporting line responsibility for the Educational Communications Center. The Vice Provost reports to the Provost and Vice President for Academic Affairs and has a dotted reporting line to the President.

He is married to Donna Pylypciw, an artist and musician. They have one child, Anna, who attends Binghamton University and is a published author. Dr. McGoff loves opera and language.

A Professor of Anthropology and of Linguistics, H. Stephen Straight joined Binghamton's faculty in 1970. He holds the BA from the University of Michigan and the MA and PhD from the University of Chicago. Professor Straight has held a variety of posts while at Binghamton, including Director of the Linguistics Program and Director of Graduate Studies in Anthropology. He served as Associate Dean for Academic Affairs in Harpur College of Arts and Sciences from 1986-88. He is the founding director of Binghamton's nationally known Languages Across the Curriculum program. In 1996, Professor Straight received the Chancellor's and University Awards for Excellence in Teaching. As Vice Provost, Professor Straight conducts a varied portfolio, promoting coherence and creativity in the undergraduate curriculum, especially in regard to enhanced internationalization, and identifying opportunities to realize the University's educational goals both in and out of the classroom.

A Professor of Biological Sciences, Nancy Stamp was appointed in August 2003. She has a BA from Ohio Wesleyan University, a MAT from the University of Pittsburgh, a MS from Arizona State University and a PhD from the University of Maryland. She had two university-wide postdoctoral research associate positions, one at the University of Florida and another at the University of California at Davis. She has been at Binghamton University since 1984. She is a community ecologist specializing in plant-insect herbivore-predator interactions. She has authored numerous articles, served on editorial boards of journals, served on numerous NSF funding panels, and been an invited speaker at national conferences. One of her recent articles is "Out of the Quagmire of Plant Defense Hypotheses" in the Quarterly Review of Biology. She has also had grants focusing on teaching science in K-12 schools and at the university. Currently she has grants that focus on misconceptions in science. In 1995, she received the Chancellor's and University Awards for Excellence in Teaching and has served as Graduate Director of Biological Sciences.

Sandra Starke serves as the Vice Provost for Enrollment Management at Binghamton University. Since April 1999 she has been responsible for the recruitment, enrollment and retention of the University's undergraduate students. Using an integrated multidisciplinary approach to strategic recruitment planning and management of each incoming student class (freshman and transfer), the University ensures academic strength, diversity of student populations, and geographic representation. This includes innovative management of financial aid to serve the greatest number of students and also to provide the means and mechanisms for students choosing and succeeding at Binghamton University. The office provides campus leadership in efforts targeted at the successful integration and retention of students.

She has over 18 years of finance experience in state and local government, the last eight of those years in higher education. She previously served the University as Assistant Vice President of Finance and Planning. Before that she was the Deputy Budget Director for the city of Albany, New York. She received her Master's degree in Public Administration from the Nelson Rockefeller School of Public Affairs. In 1992 she was awarded the Distinguished Alumni Award from the Nelson Rockefeller School for her volunteer activities and work towards good governance.

She has presented numerous seminars on fiscal and productivity analysis and the use of data and data analysis to support academic and enrollment planning and policy development. Most recent conference presentations have been on practical strategies for enrollment management.

Thomas Kowalik is director of the Division of Continuing Education and Outreach. Internationally recognized within the field of Continuing Higher Education, Dr. Kowalik is a past president of the University Continuing Education Association (representing 440 universities and colleges) and founding member of the Alliance for Manufacturing Competitiveness. Previously, he has also served as Co-Director of the Center for Commercial Competitiveness and director of the Winter College for Workforce Development at Binghamton University. Dr. Kowalik currently leads a team of professionals who develop and manage the University's Summer and Winter Sessions and continuing and corporate education programs and provide advising to nondegree students. Dr. Kowalik frequently acts as consultant for public and private groups, including numerous North American universities, state agencies, and private corporations, e.g., Corning, Inc., Inchcape Corporation, CAE-Link Corporation Flight Simulation, the Procter and Gamble Company, At-A-Glance Corporation, IBM Corporation, AC Technology, Crowley Foods, Inc., CTB Systems, Inc., Germany, and the U.S. Air Force. He has received numerous awards including the 1990 Region II National University Continuing Education Association (NUCEA) Professional Continuing Educator Award, 1991 NUCEA Adelle Robertson Leadership Award, 1995 Awards of Excellence from the Continuing Education Association of New York State, NUCEA, and Learning Resources Network (LERN), 1999 Floyd B. Sean McKitrick was appointed Assistant Provost for Curriculum, Instruction, and Assessment in June 2006. He has BA and MA degrees in international relations from Brigham Young University, and a Ph.D. in political science from Claremont Graduate University. He has served as Academic Dean at Parks College in Thornton, Colorado, Dean of Instruction at Bryant & Stratton College in Lackawanna, New York, and Director of Assessment and Accreditation at Indiana State University in Terre Haute, Indiana. In instructional and administrative roles, he has formulated and implemented teaching, assessment, and accreditation initiatives, focusing on the inclusion of faculty in assessment processes.

His primary responsibilities involve overseeing the University's efforts to assess the various components of general education and each undergraduate and graduate major and professional program, integrating yearly activities into the broader six-year cyclic review of respective academic units, and collaborating with the Center for Learning and Teaching to effect continuous university-wide improvement in curriculum and instruction.

He is married to Villate Brown McKitrick; they have three children, Amelia, Spencer, and Oliver. His professional interests include the study of interactions between religious and political institutions, assessment of student learning, assessment methods, and effective teaching and learning.

Jennifer Schorr joined the University in 1991 as an adjunct faculty member in the School of Management and went on to serve as a coordinator for the degree audit reporting system (DARS), Assistant Registrar, and University Registrar. In her role in the Provost's Office she works various projects, including professional development, student retention, new student orientation, computing projects, and strategic planning. Among her committee assignments are the Administrative Information Systems Review Committee, the Enterprise Data Committee, the Strategic Enrollment Committee, and the University Professional Development Committee. She is a trained facilitator for the Center for Quality.

She received the BA in English literature from the University of Central Florida and the MBA in Management Information Systems from Binghamton. She has several years of experience in industry having worked at Corning, Inc. as a systems analyst and IBM as a senior associate planner. Since coming to Binghamton University, she has done consulting work for Miami University, Columbia University, and Bloomsburg University.

Kelly joined Binghamton University's staff in 1994, and she currently holds the position of Director of the Office of Strategic and Fiscal Planning under the direction of Michael F. McGoff.

Kelly graduated in December of 2002 from Binghamton University with a Master of Arts in Social Sciences degree and a concentration in Public Administration. Her undergraduate degree is in Business Management from SUNY at Plattsburgh.

Liz has been part of Binghamton University's staff since October 1995. She served as Administrative Assistant for Undergraduate Programs in Psychology and Psychobiology before joining the Provost's Office as Assistant for Undergraduate Education in October 2000. Prior to her employment at Binghamton, Liz was the proprietor of a desktop publishing business in Pennsylvania.

She received her BA in English from Wilkes University (Wilkes-Barre, PA) and attended graduate school at the University of Michigan.

Liz is the Coordinator of General Education and provides administrative support for several ongoing undergraduate initiatives under the direction of H. Stephen Straight. She is also responsible for the Provost's Office website.

Liz's husband, Murnal, is the Assistant Director for Summer and Winter Sessions at Binghamton University. Together they have one child, Sarah-Jane.
